兩岸金融糾紛，再添一樁。部分銀行之前透過OBU（國際金融業務分行）和香港分行，對大陸企業主或投資人銷售TRF（目標可贖回遠期契約），但在人民幣貶值出現虧損後，許多大陸客戶都違約不還錢，國銀也準備提起告訴。台新金控總經理饒世湛表示，銀行追討債權是職責，拿不拿的回來，都要告告看。

兩岸金融市場，繼聯貸放款糾紛後，投資爭議再起。TRF爭議與聯貸案踩地雷不盡相同；因為銀行多是透過OBU或香港分行，對大陸投資人推銷TRF，許多「尚未登陸」設據點的銀行，都有陸客TRF投資糾紛。

另外，聯貸市場只踩到幾個陸企地雷，但購買台灣銀行業TRF的大陸投資人，卻幾乎是集體不還錢。

有銀行業者甚至說，投資TRF的大陸客戶若有10個人，「就是10個人不還錢」。據了解，有家民營銀行針對TRF等衍生性商品，已提列的呆帳損失準備金額中，有超過8成都是因為大陸客戶倒帳造成。市場初估，大陸客戶投資TRF倒帳金額至少有30億元。

雖然國銀也知道提告可能於事無補，但還是決定要告。一家民營銀行總經理說，這些倒帳的大陸客戶都自認，放在台資銀行OBU的資產不多，台資銀行也追討不到他們在大陸的資產，才會鐵了心不還錢。但對銀行來說，保全債權是職責，且對這種有意違約的賴帳行為，若不告，銀行可能瀆職。

過去兩年，金管會大動作施鐵腕整頓國銀銷售TRF，許多立委又代客戶向金管會施壓，不管投資人有無理由，都一面倒指責銀行，也讓國銀面對兩岸客戶時都「矮半截」。許多大陸客戶也比照台灣客戶，指責國銀都是「不當銷售」，前年甚至有陸企透過立委，針對TRF投資損失跨海求償，一開口就要銀行賠500萬美元。

目前各大銀行TRF業務已處於無量狀態，TMU部門不是凍結人力、就是裁撤或轉型。一家民營銀行因為提呆金額超出預期，該行金融市場一名資深副總經理已在日前離職。
